On Saturday, February 14, 2026, Former Mayor of Winter Haven Eleanor Threlkel passed away peacefully at the age of 88. She served the City of Winter Haven as a City Commissioner from 1988 to 1996 and served as Mayor from 1991 to 1994. She was an active member of her community, serving local boards and taking an interest in youth activities dedicated to anti-drug abuse initiatives and education. She will be remembered for her thoughtfulness and dedication to improving the City of Winter Haven.

To honor former Mayor Eleanor Threlkel, I hereby direct the flags of the United States and the State of Florida to be flown at half-staff at the State Capitol in Tallahassee, Florida, and all local and state buildings, installations, and grounds throughout the City of Winter Haven from sunrise to sunset on Thursday, March 12, 2026.
