Gov. Kim Reynolds ordered all flags in Iowa to be lowered to half-staff from sunrise to sunset on Friday, April 7th in honor and remembrance of Willard “Sandy” Boyd who served as the University of Iowa’s president from 1969 to 1981 and then served as interim president in 2002 and 2003. Boyd was also a member of the University of Iowa law faculty. He died December 13, 2022 in Iowa city at the age of 95. Boyd dedicated a majority of his life to the University of Iowa.
“President Boyd’s dedication and passion for the University of Iowa had a profound impact and influence on countless faculty and staff--and the institution as a whole,” said Gov. Reynolds. “During his 65 years with the University, he helped shape and transform our state’s higher education system and his legacy will live on throughout the campus and community.”

Flags will be at half-staff on the State Capitol Building and on flag displays in the Capitol Complex. Flags will also be half-staff on all public buildings, grounds and facilities throughout the state. Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flags at half-staff for the same length of time.
