Gov. Kim Reynolds has ordered all flags in Iowa to fly at half-staff from sunrise to sunset on Friday, June 16, 2023, to honor fallen Army Cpl. Delbert White of Ottumwa, Iowa. White died as a prisoner of war in North Korea in mid-March of 1951. He was accounted for through DNA analysis and has now returned home to Ottumwa for burial.
“Corporal White’s dedication to serving our county is a true representation of an ordinary person who performed extraordinary deeds,” said Gov. Reynolds “His sacrifice as well as his family’s will not be forgotten. As we honor him by lowering our flags, we also remember all POW/MIAs who have yet to be returned home.”
Cpl. Delbert White was 20-years-old when he died as a prisoner of war.

The National League of Families POW/MIA flag will fly on the West Capitol Terrace on this day. The Flags will be at half-staff on the State Capitol Building and on flag displays in the Capitol Complex. Flags will also be half-staff on all public buildings, grounds and facilities throughout the state.
Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.
