Governor Henry McMaster orders that the flags atop the State Capitol Building be lowered to half-staff from sunrise until sunset on Friday, February 1, 2019, in honor of Rudolph Mitchell and in recognition of his extraordinary legacy and service to the State of South Carolina as a member of the South Carolina House of Representatives and the South Carolina Public Service Commission.
