A PROCLAMATION

By the Governor

WHEREAS, Kenneth Cameron Legg was born on the Twenty-fourth day of July, Nineteen Hundred Twenty-three, the son of Otis Brooks and Clara Grace Legg; and

WHEREAS, Ken Legg graduated from Collins (Oak Hill) High School in Nineteen Hundred Forty-one and attended college at West Virginia Institute of Technology in Montgomery , West. Virginia, before serving during World War II with the U.S . Navy, Seabees Unit, from March Nineteen Hundred Forty -three until his dlscliarge in January Nineteen Hundred Forty-six; and

WHEREAS, Ken Legg re-entered college at West Virginia Tech after the war and graduated in Nineteen Hundred Forty-nine with a Bachelor of Science Degree in Business Administration; he obtained his Master's Degree in Secondary Education in Nineteen Hundred Fifty and a degree in Elementary Education at George Peabody College of Vanderbilt University, in Nashville, Tennessee , in Nineteen Hundred Fifty-one ; and

WHEREAS, Ken Legg was elected to the West Virginia House of Delegate s in Nineteen Hundred Fifty-eight and was employed by the West Virginia Education Association from Nineteen Hundred Sixty until Nineteen Hundred Seventy-two , after which he became the Executive Director of the West Virginia School Personnel Association and remained in that position until his retirement in February Two Thousand Four; and

WHEREAS, Delegate Ken Legg was known throughout West Virginia for his contributions to sports as a player, track champion, coach, sports official, and hall of famer in the Tex Williams Sports Legends Hall of Fame ; and

WHEREAS, Delegate Ken Legg served bis community through the West Virginia State Boys organization, as a member of Christ Church United Methodist, and as a member of several quartets; and

WHEREAS, Delegate Ken Legg, a committed and respected public servant and a devoted uncle, friend and neighbor, died on the Twenty-third day of December, Two Thousand Nineteen; and

WHEREAS, Delegate Ken Legg is survived by bis aunt, Maxine Baker Spears; three nieces: Linda Legg (Rick) Shafer, Kathy (Steve) Hedrick, and Debra (Keith) Wood; five nephews: Steve Legg, Bill (Dee) Legg, Bill (Adele) Kirby, Scott (Morine) Kuby, and Brookie (Vicki) Kirby; and by a number of cousins, second cousins, great nieces, nephews, great-great nieces and nephews; and bis three beloved cats: Buddy, Ringo, and Midnight; and he was preceded in death by bis parents; sister, Erma (John) Kirby; and brother, Willard "Bill" (Betty) Legg; and

WHEREAS, the citizens of the State of West Virginia, friends, and associates of Delegate Ken Legg desire to recognize bis dedicated public service to the Great State of West Virginia, and to acknowledge his valuable contributions to the State.

NOW, THEREFORE, I, JIM JUSTICE, by virtue of the authority vested in me as the Governor of the State of West Virginia, do hereby ORDER that, in commemoration of the distinguished life and service of West Virginia Delegate Kenneth Cameron Legg, the United States and West Virginia State flags displayed at the Capitol Complex in Charleston, West Virginia, and at all State facilities throughout Fayette County, West Virginia, shall be lowered to half-staff from dawn to dusk on the Twenty-eighth day of December, Two Thousand Nineteen, the day of services celebrating his life.
