This is for former Secretary of the Department of General Services and Department of Human Resources Alvin C. Collins, who passed away on Thursday, October 2, 2025. Alvin C. Collins was Maryland’s Secretary of the Department of General Services from 2007-2014 and Secretary of the Department of Human Resources from 1995-1998.
