“Larry Paul Hibbard embodied what it means to be a true public servant. As a lifelong Kansan, he dedicated his time and energy to his state, his family, his community, and agriculture, and his impact is felt to this day,” Governor Laura Kelly said. “My sincere condolences go out to his loved ones during this difficult time.”
